DPS Trooper Dobbs responded to a collision that had occurred at the Hopkins County Rest Area on eastbound Interstate 30 in Cumby at 8:26 p.m. Saturday, March 16. A black Dodge Ram pickup struck two decorative boulders on the grassy shoulder and became disabled in the roadway leading to the rest area parking lot.

Dobbs spoke with HCSO Deputy Isaac Foley, who informed Dobbs that Manuel Martinez Trejo, 37, was the driver. Foley said he had located Dobbs at one of the rest area buildings, and that Martinez-Trejo had admitted to being the driver.

When Dobbs asked Martinez about the collision, Martinez stated he was driving and was upset about his truck being totalled. Martinez admitted to having eight beers that evening, and said he’d consumed the last one at either 5 p.m. or 7 p.m. at his family’s house in Clarksville before driving. Dobbs noted in arrest reports that Martinez had an obvious odor of alcohol coming from his person and red, watery eyes.

Dobbs administered standard field sobriety tests and noted several indicators of impairment. He alleged in arrest reports that he asked Martinez if he should be driving, and that Martinez said, “No, [he] shouldn’t.”

Martinez was placed under arrest for driving while intoxicated and refused to provide a blood specimen. A warrant was obtained for a blood draw, and Martinez was booked in on charges of DWI, driving without a valid driver’s license and failing to maintain financial responsibility.
