The following reports are based on arrests conducted with reports filed by Sulphur Springs and Hopkins County law enforcement from 5 a.m. Friday to 5:30 a.m. Tuesday and included:

Drug-related arrests

Laura Cook, 38, of Como was arrested Saturday 3:10 p.m. on a charge of possession of a penalty group one controlled substance in an amount between four and 200 grams. A traffic stop was conducted for a traffic violation. Upon making contact with the driver, Cook, the officer reportedly observed her to be extremely nervous. The officer also allegedly observed a crystal like substance in the driver’s side floor board. Cook was asked to exit the vehicle and reportedly consented to a search of the vehicle. A black bag was located allegedly containing a glass pipe commonly used to smoke methamphetamine and two small baggies containing suspected methamphetamine. Cook was placed into custody and in the back seat of the patrol vehicle. Cook was read the Miranda warning and contraband was reportedly located in the patrol unit. An inventory was completed and a tow service took possession of the vehicle. Cook was transported to the jail without incident. Bond was set at $20,000.

Sebastian Page, 21, of Gainesville was arrested Sunday 10:17 p.m. on charges of possession of marijuana in an amount between four ounces and five pounds in a drug free zone, possession of a prohibited substance or item in a correctional facility, possession of a penalty group one controlled substance in an amount less than one gram and unlawful carrying of a weapon. A traffic stop was conducted for a traffic violation and upon making contact with the occupants, the officer reportedly detected the strong odor of marijuana emitting from the vehicle. Both occupants were asked to exit the vehicle and were detained. A probable cause search of the vehicle was conducted as the officer had reportedly observed contraband in plain view. Two loaded firearms, suspected marijuana, a glass pipe containing a crystal like substance and two boxes of ammunition were allegedly located inside the vehicle. Page was placed under arrest and read the Miranda warning. Page was asked if he had any contraband on his person and he reportedly stated no. The located of the ar rest reportedly occurred less than 1,000 feet from the Little Texans learning center. After Page was dressed out in the jail, he allegedly had two baggies containing a crystal like substance on his person. Bond was set at $20,000.

Fabian Ruiz, 21, of Gainesville, was arrested Sunday 10:17 p.m. on charges of possession of marijuana in an amount between four ounces and five pounds in a drug free zone and unlawful possession of a firearm by a felon. A traffic stop was conducted for a traffic violation and upon making contact with the occupants, the officer reportedly detected the strong odor of marijuana emitting from the vehicle. Both occupants were asked to exit the vehicle and were detained. A probable cause search of the vehicle was conducted as the officer had reportedly observed contraband in plain view. Two loaded firearms, suspected marijuana, a glass pipe containing a crystal like substance and two boxes of ammunition were allegedly located inside the vehicle. Ammunition was allegedly located inside Ruiz’s pockets. After running Ruiz through Sulphur Springs communications, they advised that Ruiz had a felony conviction. Ruiz was read Miranda and placed under arrest for transport to the jail. Bond was set at $20,000.

A Sulphur Springs man, 27, was arrested Tuesday 3:24 a.m. on a charge of possession of drug paraphernalia. A traffic stop was conducted on a vehicle by a Hopkins County Sergeant for a traffic violation of failure to signal a turn 100 feet prior. After further investigation, the officer was reportedly granted consent to search the vehicle. During the search, the officer allegedly located a glass pipe commonly used for smoking methamphetamine in the driver’s seat. The man was placed into custody for transport to the jail. Bond was not set as of press day.

Alcohol related arrests

A Brashear man, 63, was arrested Friday 10:30 p.m on a charge of driving while intoxicated. The man was reportedly stopped by a Texas DPS Trooper for driving without headlights when required on State Highway 154 and SH 11. The man reportedly showed signs of possible intoxication and allegedly told the trooper that he had consumed one margarita at Roma’s Italian Restaurant. The trooper performed the standardized field sobriety tests to the subject and reportedly observed numerous clues during the tests. The man was reportedly found to be intoxicated and refused to give a voluntary breath sample. A warrant was obtained from Judge Harrison for a blood draw and the warrant was executed at Christus Mother Frances Hospital. Bond was set at $1,000.

Edgar Campos, 27, of Brashear was arrested Friday 11:34 p.m. on charges of driving while intoxicated third or more offenses, a third degree felony; possession of marijuana, a state felony and a Sulphur Springs warrant for driving while license is invalid. A Sulphur Springs officer reportedly heard a loud noise on Lee Street and soon located a crash that had just occurred. Campos was reportedly the driver of the vehicle that had crashed into a parked car. The arresting officer allegedly observed several open containers in plain view inside the vehicle. Campos reportedly admitted to consuming alcoholic beverages. The officer also allegedly observed a clear plastic bag containing a green leafy substance believed to be marijuana in plain view in Campos’ vehicle. Campos reportedly refused to performed the field sobriety tests. The officer reportedly believed Campos failed to possess the minimum mental or physical faculties in order to operate a motor vehicle in the State of Texas. Campos was taken into custody and read the statutory warning. Campos allegedly refused to provide a specimen of his blood. Campos was transported to the sheriff ’s office to obtain a search warrant for a specimen of blood. After obtaining a search warrant and Campos was transported to the hospital for a blood draw. Campos was transported to the sheriff ’s office and the suspected marijuana was weighed, with a total of more than four ounces. Upon review of Campos’ criminal history, it was found that he had two previous convictions for DWI. Bond was set at $15,000. A Greenville man, 18, was arrested Sunday 1:16 a.m. on a charge of minor in consumption of an alcoholic beverage. A Hopkins County deputy conducted a traffic stop on a vehicle for traveling at a high rate of speed and failing to drive in a single lane. The deputy made contact with the occupants in which open container of alcohol were allegedly located along with a substance belied to be marijuana. The arrested person was reportedly the passenger of the vehicle and was determined to have consumed alcohol while under the age of 21. The man was placed into custody and transported to the jail. Bond was not set.

A Greenville man, 17, was arrested Sunday 1:16 a.m. on a charge of possession of drug paraphernalia. A traffic stop was conducted on a vehicle for traveling at a high rate of speed and failing to drive in a single lane. The deputy made contact with the occupants in which open container of alcohol were allegedly located along with a substance believed to be marijuana. The man was taken into custody and transported to the jail. Bond was not set.

Warrants, transfers and other activity

A Mount Pleasant man, 27, was arrested Friday 11:06 p.m. on Hopkins County warrants for charges of failure to maintain financial responsibility and driving while license is invalid. Officer Talley with the Cumby Police Department observed a vehicle traveling eastbound on I-30 at a high rate of speed. The officer reportedly confirmed the vehicle’s speed with their Stalker LiDar to be 98 mph in a 75 mph zone. The officer entered I-30 and initiated a traffic stop. The vehicle pulled over and the driver was identified by his Texas ID card. Hopkins county dispatch reportedly advised that the man had the above outstanding warrants. The man was taken into custody and transported tot he jail without incident. Bond was not set.

Chadwick Anderson 40, of Sulphur Springs was arrested Friday 11:30 a.m. on a Hopkins county warrant for violation of probation on a charge of possession of a penalty group one controlled substance in an amount less than one gram. Anderson was arrested on the above warrant and transported to the jail. Bond was denied.

Lane Keller, 25, of Sulphur Springs was arrested Sunday 12:50 a.m. on Sulphur Springs warrants for charges of failure to identify as a fugitive from justice, failure to appear, speeding over 10% above the posted limit, and a Young County warrant for theft of property in an amount between $750 and $2,500. Keller was reportedly stopped for a defective front clearance lamp and no rear identification lamps on his vehicle. Keller allegedly identified himself by name and date of birth as Kaleb Danials. Keller was ultimately correctly identified and found to have the above warrant out of Young County Sheriff ’s Office. The warrant was confirmed through Texarkana DPS communications. Keller was taken into custody and transported to the jail. At the jail, Keller was also found to have the above Sulphur Springs warrants. Keller was booked in and released to jail staff. Keller’s vehicle was reportedly released to his mother per his request. Bond was set at $6,658.50.

A Sulphur Springs woman, 39, was arrested Sunday 6:15 p.m. on a charge of criminal trespass. Sulphur Springs officers were dispatched in regards to an unclothed female. Upon arrival, an officer met with the woman who was clothed. Upon running the woman through SSPD communications, they advised she was criminally trespassed from the location. The woman was placed into custody and transported to the jail without incident. Bond was set at $1,000.

Christi Skaggs, 35, of Sulphur Springs was arrested Monday 3:00 p.m. on a Hopkins County warrant for abandonment or endangerment of a child by criminal negligence. Skaggs reportedly turned herself in on the warrant at the Hopkins County Sheriff ’s Office. Skaggs was taken into custody and escorted to the jail for booking. Bond was set at $30,000.

John Dunn, 59, of Sulphur Springs was arrested Monday 6:48 p.m. on Hopkins County warrants for violation of probation on charges of manufacture or delivery on a penalty group one controlled substance in an amount less than one gram. Deputies were reportedly aware of Dunn having the above warrants and made contact with him at his last known place of residence. A check through communications reportedly confirmed the warrant and Dunn was placed into custody. Dunn was transported to the jail without incident. Bond was not set.

Hopkins County communications operators answered 593 non-emergency phone calls, 272 calls for service and 131 emergency calls. From 5 a.m. Friday to 5:30 a.m. Tuesday officers filed three offenses and conducted five special patrols, three funeral escorts and 45 traffic stops. 14 people were booked in and 11 people were released from the Hopkins County Jail which held 186 inmates as of 5:30 a.m Tuesday.
