The following reports are based on arrests conducted with reports filed by Sulphur Springs and Hopkins County law enforcement from 7 a.m. Friday to 5:30 a.m. Tuesday and included:

Drug-related arrests

• Arturo Pina, 27, of Bryan was arrested Friday 9:55 p.m. on a charge of manufacture or delivery of a penalty group controlled substance in an amount between four and 200 grams and a charge of engaging in organized criminal activity. Hopkins county deputies were conducting a traffic stop in the parking lot of the Pilot gas station when they observed Pina throwing down a cigarette in the parking lot. As the deputy approached the vehicle, he advised Pina to exit the vehicle so that the deputy could speak with him. As Pina exited the vehicle, the deputy reportedly observed several indicators of nervousness. Upon observing the nervousness, the deputy asked Pina if there was anything illegal in the vehicle. Pina allegedly admitted to having narcotics inside the vehicle in the center console. Pina was detained and a probable cause search of the vehicle was conducted. Upon opening the center console, the deputy reportedly located an object wrapped in electrical tape. Upon removing the tape, the deputy allegedly observed that a clear baggie containing a crystal like substance suspected to be methamphetamine. The deputy also reportedly located two glass pipes commonly used for smoking methamphetamine. Pina was read the Miranda warning and allegedly admitted to being on his way to Paris to deliver the narcotics. Pina was taken into custody and transported to the jail without further incident. Upon arrival to the jail, the suspected methamphetamine was tested and indicated positive, weighing in at 115 grams. During a review of Pina’s history, it showed that Pina was allegedly a member of the Texas criminal gang, Surenos. Bond was set at $150,000.

• A Richton Park, Illinois man, 47, was arrested Saturday 7:14 p.m. on a charge of possession of drug paraphernalia. Hopkins county communication reportedly dispatched deputies to I-30 regarding a complaint of a reckless driver traveling westbound near the 135 mile marker. The deputy checked as in route to the located in an attempt to locate the vehicle. A short time later, observed the vehicle pass their location, allegedly driving with a defective headlight. The deputy initiated a traffic stop with the vehicle coming to a stop on the Bill Bradford Overpass. Due to the hazards of the traffic stop location, the deputy advised the driver to proceed to the next exit and pull into the Joe’s Exxon. Upon making contact with the driver, consent was requested and reportedly granted to search the vehicle. The deputy allegedly located a green leafy substance believed to be marijuana was located in the glove box. The man was secured into handcuffs and transported to the jail without incident. Bond was not set.

Alcoholrelated arrests

• A Sulphur Springs woman, 46, was arrested Saturday 10:08 a.m. on a charge of driving while intoxicated. A Sulphur Springs police officer was reportedly dispatched to a location in reference to a reckless driver. The officer observed a vehicle reportedly traveling southbound on Gilmer Street at 15 miles per hour. The officer initiated a traffic stop on the vehicle and allegedly detected the odor of an alcoholic beverage coming from the vehicle. The woman was reportedly unable to locate her driver’s license and allegedly had blood shot eyes and slurred speech. The woman was asked to exit the vehicle and was observed to be unsteady on her feet. The woman allegedly failed the standard field sobriety tests and was taken into custody. The woman was transported to the jail where she gave consent for a breath specimen which showed results of 0.231 and 0.233. Bond was set at $2,000.

Warrants, transfers and other activity

• A Sulphur Springs man, 51, was arrested Friday 9:22 p.m. on a Delta county warrant for capias pro fine on a charge of possession of less than two ounces of marijuana. The man was reportedly the passenger in a vehicle stopped for a traffic violation. The man’s information was ran through communications where the warrant was confirmed and the man was taken into custody for transport to the jail. Bond was set at $1,000.

• A Sulphur Springs man, 45, and Kristina Ullman, 40, of Sulphur Springs were arrested Saturday 8:33 p.m.. The man was arrested on a charge of violation of a protective order. Ullman was arrested on a charge of possession of a penalty group one controlled substance in an amount less than one gram. A Hopkins county deputy reportedly observed a vehicle commit multiple traffic offenses. The deputy initiated their overhead lights to conduct a traffic stop on the vehicle and made contact with the driver. While speaking with the driver and occupants, the deputy allegedly observed an open alcoholic container readily accessible to the driver and other occupants, resulting in a probable cause search of the vehicle. The driver reportedly advised that there was a small container containing marijuana inside of the vehicle. Before deputies conducted the search, one of the rear passengers, Kristina Ullman, was observed exiting the vehicle with her purse. The deputy advised Ullman to leave her purse in the vehicle due to officer’s safety. While conducting the search, the deputy reportedly observed a glass pipe commonly used to smoke methamphetamine and a hypodermic syringe containing suspected methamphetamine inside Ullman’s purse. The four adult occupants were secured into handcuffs and Ullman was placed into custody for possession of a penalty group one controlled substance. Shortly after, Hopkins county communications advised of an active protective order for the arrested person with Ullman listed as the protected person. The man was placed into custody for the above charge. The two subjects were secured into the rear seat of a patrol unity and transported to the jail. Bond was set at $1,000.

• A Sulphur Springs woman, 27, was arrested Saturday 9:35 p.m. for violation of probation on a charge of driving under the influence. The woman was reportedly stopped for operating an unregistered motor vehicle. Upon running the woman’s information it was determined that she had an active warrant for her arrest. The warrant was reportedly confirmed and the woman was placed in custody for transport to the jail. Bond was set at $5,000.

• A Sulphur Bluff man, 27, was arrested Sunday 2:30 a.m. on a charge of assault causes bodily injury to a family member. Deputies reportedly responded to a disturbance in progress with dispatch advising that the caller allegedly stated that the suspect had left with a young child in the vehicle and was possibly intoxicated. The caller advised that the possible suspect was driving on CR 3550 towards FM 71. Responding deputies located the vehicle driving towards them on CR 3550 and activated their overhead lights. The driver allegedly did not stop immediately but did come to a stop eventually. The driver allegedly refused to exit the vehicle and responding deputies had to remove him from the vehicle. The driver reportedly would not give the arresting deputy a clear answer as to what occurred on scene. Another deputy traveled to the residence to return to child and speak with the victim. The deputy reportedly observed apparent injuries to the victim who was the common law spouse of the driver. The man was subsequently placed in custody and transported to the jail without further incident. Bond was set at $2,000.

• A Mount Vernon man, 22, was arrested Monday 10:36 p.m. for violation of parole on a charge of possession of less than two ounces of marijuana in a drug free zone. Franklin county reportedly contacted Hopkins county communications advising that a deputy had custody of the man for the above listed warrant. A Hopkins county deputy met the Franklin county deputy at a business and took custody of the man. The man was transported to the Hopkins county jail and released to jail staff. Bond was set at $2,000.

• Derrick Rice, 36, of Paris was arrested Monday 5:04 p.m on charges of evading arrest or detention with a vehicle and driving while intoxicated, second offense. Communications advised of a vehicle which had struck another vehicle and continued driving southbound on SH 19 towards Sulphur Springs. Deputies checked as in route to the area and observed the vehicle traveling southbound driving on a rim on the front left wheel. The deputy attempted a traffic stop on the vehicle and initiated their lights and sirens on the patrol vehicle after Rice reportedly refused to stop. The deputy began pursuing the vehicle on Church street with speeds allegedly reaching 60 mph. Deputy Osornio deployed stop sticks on Church Street at Middle Street. The vehicle struck the stop sticks and became disabled, ending the pursuit at Houston Street. Deputies conducted a high rick stop in which Rice allegedly failed to comply to deputies commands. Deputies reportedly deployed a taser which successfully struck Rice. Deputies were able to remove Rice from the vehicle and continued to struggle. A second taser was deployed and Rice was secured in handcuffs. Deputies observed the odor of an alcoholic beverage emitting from Rice. Rice allegedly appeared to be moving slowly and have slow responses while speaking. A pipe of the kind commonly used to smoke marijuana was reportedly found. Deputies completed a search of the vehicle. Due to Rice’s minor injuries from the vehicle crash included a minor injury to his eye, the standard field sobriety tests were not conducted. Rice was read the statutory warning and consented to providing a blood specimen. EMS arrived on scene to evaluate Rice and transported him to the hospital to have a blood specimen drawn. A deputy advised Rice of his Miranda rights and Rice allegedly admitted to consuming alcoholic beverages, taking his prescription medication and smoking marijuana prior to the incident. Rice was cleared by hospital staff and transported to the jail. Bond was not set as of press day.

• Jonathan Keenan, 36, of Emory was arrested Monday 6:56 p.m. for probation violation on a charge of possession of a penalty group one controlled substance in an amount less than one gram. Sulphur Springs officers were dispatched to the hospital in reference to a man allegedly having suicidal thoughts leaving against medical advice. Officers ran Keenan’s information through dispatch and officers were advised that he had an active warrant from Rains County Sheriff ’s Office. Dispatch confirmed the warrant and Keenan was placed in handcuffs for transport without incident. Bond was not set as of press day.

Hopkins County communications operators answered 800 non-emergency phone calls, 252 calls for service and 209 emergency calls. From 7 a.m. Friday to 5:30 a.m. Friday officers filed seven offenses and conducted zero special patrols, three funeral escorts and 90 traffic stops. 24 people were booked in and 19 people were released from the Hopkins County Jail which held 189 inmates as of 5:30 a.m Tuesday.
