2 final plats, 1 special use permit for temporary trailer approved by zoning boards

A special use permit and two final plats received approval of the Sulphur Springs Planning and Zoning Commission this week.

Special Use Permit

An application from Sunny Springs Nursing Home for a special use permit, which would allow the business to place a temporary office trailer on the North Jackson Street property, was approved first by the Planning & Zoning Commission on Feb. 20, then by the Zoning Board of Adjustments Feb. 21

Essentially, Sunny Springs wants to put a 40-foot by 80-foot trailer on the property for 18 months while a facility expansion is in progress.

Seventeen letters notifying nearby property owners of the request and meetings were sent. The City received no response to the notices. On Feb. 21, the ZBA was told the facility had to remove some beds to make room for more office space during COVID. The facility now needs the office space as well as more beds. So, Sunny Springs proposes having a temporary office trailer on site while an expansion is being constructed on the north side of the nursing home; that process is expected to take 18 months, which is 6 months longer than originally anticipated.

The Planning & Zoning Commission and Zoning Board of Adjustments and Appeals both approved the request, recommending that Sunny Springs be allowed to have the trailer on site for up to 18 months, which would allow more to be housed inside the current facility while still allowing for the needed office space during construction.

Final Plats

The Planning and Zoning Commission on Feb. 20 approved two final plat requests: one submitted by J&K Wagoner Group, Series G, for 107 Ardis Street; and one requested by First National Bank of East Texas Development for five parcels of property at 1460 Hillcrest Drive, according to Sulphur Springs Assistant City Manager/ Community Development Director Tory Niewiadomski.

The final plat recommended for approval by the P&Z Commission located at the corner of Ardis and Ross streets, where J&K Wagoner hopes to construct a single family home. The property is 50feet by 125-feet deep. Corner lots have a 25-foot front yard setback with frontages facing a public street. The P&Z Commission can designate one street as a side yard of 10 feet by plat. In this instance, Ardis is to be designated as the side yard, with a home to be built facing Ross Street. A 30.1-foot width of the lot would be taken from the 51 feet of width, leaving a maximum of 20.9-feet wide home.

First National Bank of East Texas’ submittal of a plat for two lots at the northeast corner of Wildcat Way and State Highway 19 consists of 6.3 acres and abuts Rockdale Road.

The design plan for the proposed First National Bank of East Texas Addition would include a new 8-inch public sewer line along Wildcat Way which would connect off-site to the existing sewer main to the east. Public water is already available along the frontage of the property. The public sewer line installation would require a community facilities contract to dedicate the sewer line to the public. The plat does have a note that no building permit will be issued for it until all engineering plans on water, sanitary sewer, paving and drainage improvements have been approved by the city engineer, in accordance with the subdivision ordinance.

The city engineer noted that along Rockdale Road should be dedicated as a public right-of-way rather than as a road and utility easement. The public sewer installation along Wildcat Way would extend to the junction of SH 19 in a 20foot easement. That would require separate easements for sewer across undeveloped property to the east.

The Planning & Zoning Commission followed the recommendation of the city engineer, recommending the plat be approved, and to authorize the city manager to execute the facilities contract, pending the ROW dedication on Rockdale Road and a 20-foot easement for sewer extension across Wildcat Way frontage.
