Sulphur Springs police officers responded to a welfare concern involving children at a Sulphur Springs apartment complex at 3:30 p.m. Saturday and took a Sulphur Springs man into custody.

The complainant reportedly advised of possible narcotic use around children on the property. Officers made contact with James Earl Galloway, 25, a resident at the complex.

Upon contact, officers reportedly detected a strong odor of marijuana coming from the apartment. Galloway allegedly admitted to having a marijuana joint in the apartment, which officers allowed him to retrieve.

Galloway was also found to have warrants on traffic charges. At the jail, a staff member reportedly located a white rock substance in Galloway’s pocket, which later tested positive for crack cocaine.

Galloway was charged with one count of possession of less than 1 gram of a Penalty Group 1 controlled substance. Bond was set at $10,000, and he was released from jail Sunday.
