County meets for final 2019 session

Officials address replats, county roads, financing

Commissioners had a packed agenda at their special session last week, including replats, maintenance agreements, cyber-security training and bids for financing on a Pct. 3 land purchase.

In addition to approving tax abatement and reinvestment zone agreements for two solar farm projects in Dike and Pine Forest, commissioners also unanimously approved the discontinuation of maintenance on County Roads 2449 and 2347.

“These are two dead-end roads, and a property owner has acquired all the land around them. His desire was for the county to drop maintenance on these two roads and allow him to take over their maintenance,” said Pct. 2 Commissioner Greg Anglin. “He’s gone through the proper channels and has had notices posted for more than 20 days. He’s followed all procedures.”

Steve Hudson, owner of Landmark Land Surveying, was present to explain the reason for a requested replat of two lots in the Rock Creek subdivision.

“The replat will combine the southern half of Lot 11 and all of Lot 12,” Hudson said. “Also, the cul-de-sac does not have any right-of-way. It was just built where it was platted, as a dead-end road. Commissioner Price is working with the owner of the subdivision to bring that road up to standard, so the county can eventually make that a county road.”

Commissioners unanimously approved the replat request.

The court also discussed the two bids submitted for financing a Pct. 3 land purchase received from local banks. Pct. 3 Commissioner Wade Bartley stated his intention to decline both bids and go a different direction, where there will not be a lien on the property. A new request for bids will be sent out.

Commissioners also approved an agreement to provide all county employees with cyber-security training required by the State of Texas. All county employees and elected officials who use a computer are required to undergo the training, which will be provided by the Texas Association of Counties. Pct. 1 Commissioner Mickey Barker suggested including employees who may be using computers in the future in the training as well.

The court also accepted signed 2019 Fire Protection Agreements from five more local volunteer fire departments. There are two departments who have yet to submit their signed agreements, but they have until Feb. 1, 2020 to do so.

The next regular session of the Hopkins County Commissioners Court will be at 9 a.m. Monday, Jan. 13, 2020 in the first floor courtroom at the Hopkins County Courthouse.
