The following reports are based on arrests conducted with reports filed by Sulphur Springs and Hopkins County law enforcement from 7 a.m. Friday to 5:30 a.m. Tuesday and included:

Drug-related arrests

■ A Lindale woman, 51, was arrested Friday 11:10 p.m. a charge of possession of drug paraphernalia. The woman was reportedly observed by a Texas DPS officer to have a defective headlamp on her vehicle and was stopped after the officer radioed a Hopkins County deputy. The deputy conducted a traffic stop and allegedly detected the odor of marijuana emitting from the vehicle. The driver reportedly admitted to smoking marijuana before driving. The deputy conducted a probable cause search of the vehicle and allegedly located a spoon with a crystal like substance on it in the glove compartment. The deputy reportedly field tested the substance and it allegedly tested positive. The deputy took the woman into custody and transported her to the jail without incident. Bond was not set.

■ Eric Cuba, 40, of Clarksville, Texas, was arrested Friday 3:04 p.m. on a charge of possession of a penalty group one controlled substance in a drug free zone. A Sulphur Springs officer reportedly went to the 700 block of Calvert street to serve a criminal trespass to a male who had been allegedly trespassing in the vacant apartments. While patting Cuba down, the officer allegedly felt what he believed to be a glass pipe commonly used for smoking methamphetamines. Cuba was told to take the pipe out of his pocket and reportedly told the officer that he also had a small baggie of methamphetamine in his sock. The baggie was reportedly located and the officer took possession of the contraband and paraphernalia. Cuba was taken into custody and transported to the jail. Bond was set at $5,000.

■ A Sulphur Springs woman, 55, was arrested Saturday 7:27 p.m. on a charge of possession of a penalty group three controlled substance in an amount less than 28 grams. The woman was reportedly observed by police speaking with a known narcotics distributer in a parking lot. The officer made contact with the woman who was allegedly displaying signs of narcotics use. The woman allegedly advised that she was an employee of the store and the subject she was speaking to had asked her to hold a bag for him. The woman reportedly retrieved the bag from behind the counter and the officer allegedly observed several baggies containing pills. The woman claimed that she did not know what was in the bag but admitted to being in possession of the pills and she was waiting for the other subject to come back and take them. The woman was taken into custody and transported to the jail without incident.

■ Terrell Bell, 34, of Sulphur Springs was arrested Monday 1:53 a.m. on a charge of possession of a penalty group one controlled substance in a drug free zone. Bell was reportedly observed by a Hopkins County deputy traveling on SH 154 at a high rate of speed with the emergency flashers activated. The deputy reportedly attempted to catch up to the vehicle and as the deputy exceeded speeds of 100 MPH, the vehicle was still a good distance ahead. The deputy allegedly located the vehicle at Natalie’s Food Mart and checked it out. The driver was reportedly identified as Bell and the deputy inquired as to why he had been traveling so fast. Bell allegedly told the deputy that something had run out in front of his vehicle and possibly climbed on the side of it. The deputy reportedly observed the radio head unity was removed from the dashboard and also inquired what happened. Bell advised that the music was too loud for his neighbors and in his effort to turn it down, the radio was removed. While speaking with Bell, the deputy allegedly observed him to exhibit signs of grinding his teeth, an inability to remain still, speaking rapidly, and to be sweating profusely. Due to all these factors, the deputy believed Bell to be under the influence of methamphetamine. The deputy reportedly requested consent to search the vehicle and was denied. Another deputy arrived on scene to assist and the K-9 deputy was requested to the scene. After the K-9 deputy and his K-9 partner arrived, the K-9 indicated a positive alert to the odor of narcotics. A probable cause search was conducted and a clear baggie contain suspected methamphetamine was located inside a ripped paper bag on the front passenger seat. Bell was placed into custody. In the grass near the traffic stop, a glass pipe with suspected methamphetamine residue was allegedly located. No further contraband was found. Bell was transported to the jail without incident. Bond was set at $10,000.

■ Jacinto Sosa, 31, of Rosenberg, Texas, was arrested Monday 10:34 p.m. on charges of possession of a penalty group one controlled substance and unlawful carry of a weapon. Sosa was reportedly stopped for a traffic violation for disregarding an official traffic control device. While conducting the stop, a Hopkins County deputy allegedly detected the odor of alcohol emitting from the interior of the vehicle. The deputy also reportedly observed several open bottles of beer in the floorboard. The deputy then conducted a probable cause search and allegedly located two grams of cocaine, a loaded long rifle risotto and copious amounts of narcotic paraphernalia. Sosa was placed into custody and transported to the Hopkins county Sheriff ’s office detention center where he was booked in. Bond was set at $12,000.

■ A Forrest City, Ark. woman, 26, was arrested Monday 10:45 a.m. on a charge of possession of less than two ounces of marijuana. A DPS trooper reportedly conducted a traffic stop on a mini-van for exceeding the posted speed limit. Probable cause was allegedly gained for a vehicle search based on the smell of marijuana. The search reportedly resulted in less than two ounces found in the front center console of the vehicle. The front seat passenger took possession of the marijuana and was arrested. The vehicle was released to the driver, per registered owner’s consent. Bond was set at $1,000.

Alcoholrelated arrests

■ An Emory man, 45, was arrested Sunday 12:14 a.m. on a charge of driving while intoxicated, with blood alcohol content being above or equal to 0.15%. Sulphur Springs police officers were reportedly dispatched to Industrial drive in front of Ocean Spray in reference to a one vehicle major accident. Upon arrival, an officer made contact with the man who appeared to be the sole occupant of the vehicle. The officer could allegedly smell the odor of alcohol emitting from the subjects person and observed the man to be unsteady on his feet. The man also reportedly had glassy, red, bloodshot eyes, slurred speech, and used his vehicle for balance. The man allegedly volunteered the information that he had consumed alcoholic beverages and operated a motor vehicle. Standard field sobriety tests were performed but no all tests were able to be completed in concerns for the subjects safety. The man was placed into handcuffs and transported to the jail where he consented to a breath specimen. Bond was set at $2,000.

■ Larry Goodson, 50, of Winnsboro, was arrested Monday 12:06 p.m. on a Hopkins County warrant for driving while intoxicated, third or more offense. A Hopkins county deputy was reportedly dispatched to County Road 2403 in regards to attempting to locate a subject who walked out of court early in the morning. The deputy was advised of the subjects name and that there was an active warrant for their arrest. The deputy allegedly observed a vehicle pull out of the subjects driveway and made an investigative stop on the vehicle. Goodson reportedly exited the passenger rear side and began walking towards the patrol unit. Goodson allegedly identified himself to the officer and the deputy checked through dispatch to confirm the warrant. Upon verification, Goodson was transported to the jail for booking. Bond was set at $4,000 cash only.

Warrants, transfers and other activity

■ Joseph Bilingsley, 42, of Ohio, was arrested Saturday 12:20 a.m. on three Hopkins County warrants for charges of unauthorized use of a motor vehicle, fraudulent use and possession of identifying information, and possession of a penalty group one controlled substance. Bilingsley was reportedly being held by Bexar County jail on the aforementioned warrants. A Hopkins County officer made contact with Bilingsley and transported him to Hopkins County jail without incident. Bond is set at $30,000 cash only.

■ A Sulphur Springs man, 57, was arrested Sunday 7:56 p.m. on charges of driving with expired license, possession of drug paraphernalia, displaying a fictitious, altered, or obscured license plate, and having no liability insurance. The man was reportedly involved in a motor vehicle accident where it was determined that the man had turned from the center lane traveling east in front of an oncoming motorcycle. The man’s actions allegedly caused the motorcycle driver to be unable to conduct evasive maneuvers and struck the passenger side door of the man’s vehicle, resulting in a possibly serious injury to the motorcyclist. A record’s check through communications reportedly confirmed that the man had an expired driver’s license, and could not provide proof of insurance for the vehicle. The man was also know to deputies to reportedly use illegal narcotics. A consent search of the vehicle allegedly resulted in the location of a cut plastic straw containing suspected methamphetamine residue. After further observations of the vehicle, it was reportedly discovered that the man was displaying a license plate on the vehicle which did not belong on the vehicle. The man was taken into custody and transported to the jail. American Towing took possession of both vehicles. Bond was not set.

■ A Sulphur Springs man, 40, was arrested Sunday 3:49 p.m. on an Austin Parole Division warrant for parole violation. Sulphur Springs officers were reportedly made aware of the warrant and the location of the subject. Officers went to the location and the subject was located. Officers reportedly check through communications and confirmed the warrant. The man was placed into custody and transported to the jail without incident. Bond was not set.

■ A Howe, Texas man, 40, was arrested Tuesday 2:54 a.m. on a charge of expired registration. The man was reportedly stopped for a traffic violation. Upon making contact with the driver, the Hopkins County officer allegedly found that the vehicle’s registration had expired 08/2020. The driver reportedly admitted to knowing that the registration was expired and also allegedly admitted to open container’s being present inside the vehicle. The driver was taken into custody and transported to the jail without incident. Bond was not set.

■ Harold Carter, 60, of Como, was arrested Monday 4:42 p.m. on two Hopkins County warrants for violation of probation on a charge of burglary of a habitation. Carter was being held at the Taylor County jail when a Hopkins County officer made contact and transported him to the Hopkins County jail. Bond was denied.

Hopkins County communications operators answered 631 non-emergency phone calls, 250 calls for service and 161 emergency calls. From 7 a.m. Friday to 5:30 a.m. Friday officers filed four offenses and conducted two special patrols, five funeral escorts and 76 traffic stops. 15 people were booked in and 12 people were released from the Hopkins County Jail which held 178 inmates as of 5:30 a.m Tuesday.
